QGIS doesn't support most ArcGIS Image services, it can and will only request
the base image. In your case not even that. The plugin you've mentioned is
sadly no longer updated and won't work with recent QGIS and modern Python. You
can try to make it work with QGIS 3.6, process the data and later continue
your project in QGIS 3.36 or 3.40.
There are multiple bug reports on ArcGIS REST services:

So, tl,dr: you need to get some funding to pay a QGIS developer to implement
these missing features. You can skim through this mailing list, stackexchange
and the bugreports to find other users that are affected. Maybe you can
scratch up some funds together. And always think about, how much money you're
already saving by not subscribing to ESRI!
