[Qgis-user] again QGIS won't open

Don't open a regular command prompt! You need to explicitly open the
OSGeo4W shell. This shell will set the needed environment variables to
be able to successfully launch QGIS. You'll find the OSGeo4W shell
either in the start menu and/or on the desktop in the OSGeo4W folder.

Backup your profile from:
> C:\Users\<your_user_name>\AppData\Roaming\QGIS\QGIS3\profiles ,
uninstall everything, after uninstalling remove the C:\OSGeo4W folder,
download the most recent installer and reinstall. If you need to run
QGIS or other OSGeo4W software from the command line, always use the
OSGeo4W shell!
