Hi Emma and Jinsol,
actually "3.0.5" is the version number of the latest plugin version
released in May 2002.
The minimum QGIS version supported by such plugin version is QGIS 3.16.0.
In fact, I successfully installed the plugin "TMS for Korea" on the
latest QGIS LTR 3.40.15 and QGIS 3.44.7 on Windows (via OSGeo4W).
The issue in your case, as you already argued, is that the the
QtWebKitWidgets module is not available in the latest QGIS 3.44
installers for macOS provided by qgis.org.
IIRC, such module was present in the installers for mac OS until QGIS
3.42, so I guess you could successfully try to install the plugin in
QGIS 3.42 on macOS.
The latest QGIS 3.42 installer for macOS is
qgis_pr_final-3_42_1_20250324_153321.dmg available at
https://download.osgeo.org/qgis/mac/macos/pr/?C=M&O=D.
