[Qgis-user] Problems with Plugins

Hello,
I encountered a bug when using the EO Time Series Viewer extension while 
modifying the general display options for raster files without first 
closing the extension...


Since then, despite uninstalling Qgis and the extension multiple times, 
I have been unable to resolve the issue.

After attempting to manually uninstall the extension by deleting the 
relevant files from my hard drive, I now receive an error message every 
time I try to install any extension.
The message reads:
Installation failed: Connection refused.

Do you know what steps I need to take to restore a more functional 
working and installation environment?
