[Qgis-user] QEP: Add Exceptional Breakage clause to stable API policy

Hi lists,

Following up the recent formalisation of the PyQGIS stable API policy (see
https://github.com/qgis/QGIS-Enhancement-Proposals/blob/master/qep-425-stable-api.md),
I've just submitted a proposed change to this policy to add a mechanism to
allow API breaks in EXCEPTIONAL circumstances.

proposed changes and a detailed write up on the rationale behind this
change.
