Hi Valdemiro,
as far as I know, "Channel Network and Drainage Basins" is not a plugin: 
it is a processing algorithm of the SAGA-GIS processing provider? Do you 
confirm?

If it is the case, then you need to install both the SAGA-GIS software 
(if not already installed) and the "Processing Saga NextGen Provider" 
plugin.

Unfortunately, the "Processing Saga NextGen Provider" plugin is no 
longer available in the official QGIS plugin server.
Anyway, you could still install the latest version of such plugin that 
was publicly available, using the zip file named 
processing_saga_nextgen-1.1.0.zip
that is available at 
https://github.com/agiudiceandrea/qgis-processing-saga-nextgen/releases/tag/1.1.0
