Hi Grant,
I'm not sure to correctly understand your question.

What do you mean exactly with "world projection information"? If you are 
referring to the CRSs definitions database, then it is always available 
in QGIS.

The installation instructions just say that the datum transformation 
grid-shift files (of about 760 MB) are automatically installed when you 
install the *-full-grids meta packages (e.g. qgis-full-grids or 
qgis-ltr-full-grids packages) and that they are not automatically 
installed when you install the *-full or *-full-free meta packages.

How exactly do you install QGIS using the OSGeo4W Network installer? Do 
you use the Express install mode or the "Advanced" install mode?

Anyway, whatever qgis package have you installed, you can also add such 
grid files just installing the proj-data package.
