[RouterGeocoder] SourceForge project setup

Hi all,

We have a project setup. It is just the out-of-box SourceForge pages at 
the moment.

There is also svn setup:

svn co 
https://opengraphrouter.svn.sourceforge.nat/svnroot/opengraphrouter 
opengraphrouter

Will check it out. There is nothing there yet. For people that will want 
check-in access you will need to have a source forge user account and 
contact me so I can setup permissions.
