Infrastructure Transition Plan

Folks,

I have put a cut down version of Tyler and Jo's high level transition plan
(for getting off CN by the end of year) at:

This plan has been approved, at least in a general sense, by the board.  Lots
of details to work out of course.  Currently Jason Birch is trying to spec
out an appropriate piece of server hardware.

I've asked that email discussion of the transition happen here.
