[SAC] Motion: Grant Bob Bray admin privs

Motion:  Grant Bob Bray administrative priveledges (ie. member of wheel
group) on www.osgeo.org.

Bob is a well known and responsible individual, and his team has several
critical services (SVN, Trac, Drupal) operating on www.osgeo.org.  I think
he needs, and can be trusted to use such priviledges.  In the long term he
may want to bring forward another team member for this as well, though that
would require another motion.
