[SAC] Motion: Provide ka-map with Subversion and Trac services

Folks,

Following up on Paul's request for trac/svn hosting at osgeo for ka-map,
I have taken the issue to the board who agree that ka-map is a reasonable
project for us to host.  Shawn Barnes and myself are prepared to do the
work to support set this up.   But we still need to agree as a group to
take on this responsibility.  So...

Motion: SAC (OSGeo) will provide ka-map with Subversion and Trac services.
