[SAC] Installation of FTP service on download.osgeo.org

Hi,

Today, I installed and configured vsftpd server on the download.osgeo.org
blade. Here is the configuration summary:

Shortly, I did do the following:
- Installed vsftpd:
  yum install vsftpd*
- added ftposgeo user, non-privileged, with no shell assigned
- customized configuration in /etc/vsftpd/vsftpd.conf
- configured vsftpd daemon to launch on reboot:
  /sbin/chkconfig vsftpd on

The URL ftp://download.osgeo.org/ points to /osgeo/download location.
