[SAC] PEER1 and Telascience server roles

PHP5 RPMs exist here:
http://mirror.stanford.edu/yum/pub/centos/5/updates/i386/RPMS/
After reading some RedHat discussion it seems this is one of the
common places to get them from. But I'll defer to anyone else from
SAC who knows better. There are a few dependencies for the package
from there though:
