Motion: Allocate xblade 11 as a build server

Folks,

Following up on the email from a week or two ago, I'd like to formally
allocate xblade 11 as a test-build server for stuff like buildbot slaves,
and "Hudson" builds for GeoTools and GeoNetwork.
