[SAC] Hosting www.remotesensing.org

Per:

I have setup www.remotesensing.org hosting on the download.osgeo.org blade.

The DNS entry for the domain is under Mark Lucas' control.  We are basically
giving the PROJ, GeoTIFF/libgeotiff, libtiff and GDAL projects "url
continuity".  I hope no one minds.
