[SAC] Project VM - Restarted Apache

Folks,

www.gdal.org was unavailable a couple minutes ago.  I restarted apache
on the project vm (sudo /usr/sbin/apache2ctl restart) and that resolved
the problem.  I believe Jeff also had to restart apache on the adhoc vm
today.  I'm not sure if there is an issue here that can be resolved or what.
