[SAC] secrets file

Folks,

I have copied the secrets file from www.osgeo.org (osgeo1 at peer1) to
secure.osgeo.osuosl.org at OSU OSL and updated it with a bit of
info on ganeti.  It is in the same place.

If you are an OSGeo primary administrator and don't know about the
secrets file feel free to contact me for details.  I am trying to be a bit
vague in the interest of obscurity.
