 Sorry missed this comment. Yes it appears that outside the homepage drupal
 is only serving on https. That led me to a solution.

 fdo2.osgeo.org and https://fdo.osgeo.org were working. What was different:

 {{{
  DocumentRoot /var/www/fdo <- breaks
  DocumentRoot /var/www/html <- works
 }}}

 Appears fixed now. Please verify.
