 On FOSSGIS 2015 in Münster a German QGIS association (QGIS-DE) was founded
 to support QGIS developments.  We'd like to use a osgeo mailing list for
 our communication.   I'd propose the name qgis-de for this.  Thanks.

 Note: there shortly already was a (unused) qgis-de mailing list (see also
 #342 and #1303).
