[SAC] instruction to STOP a mailing list

Hi Jorge,

Ok, created a trac issue for it:

Note that we did a bigger cleanup now: 3 lists removed:

Qgis-release-team
QGIS-UX
Qgis-edu

They can be fully removed: both lists and archives.
