[SAC] budget 2017

I think also you/we could consider something like a "SAC sprint", to 
tackle some of the tougher issues together.  Sometimes meeting 
face-to-face helps get through these issues, even if just throwing ideas 
back and forth.

Maybe this is a silly idea, but I thought I'd share it anyway :)
