[SAC] Mantra re-introduced, due to 35 users registered in the last 1 hours

After 35 people registered in one hour, and spam/vandalism was found
on trac/wiki, the mantra is back.

Please do the following:

 1) Mark spam as such in trac admin panel
 2) Keep a list of spammer accounts
 3) Send me the lits of the spammer accounts
