[SAC] website roles and permissions

Vick and myself took a run at website roles and permissions

Long story short when we set up the website the initial batch of users were
given "Editor" permission - this "Editor" permission is now restricted to
Events, Foundation News, Resources, Local Chapters.

Additional roles have been made for other kinds of content, and example is
"GeoForAll Author" (can create GeoForAll Labs), and "GeoForAll Editor" (can
review and publish labs when ready).
