 Your first idea I like:

 makes the volunteer to be the person from the service provider (maybe is
 already an OSGeo member).

 with a twist:

 Because the website handles roles, the person in question needs a role
 that allows editing (initial role is "subscriber"). So some kind of
 application has to be done at least to change the role.
