 The only place where the measurement makes sense is at the per project
 level - where the project PSC can determine who their core contributors
 are.

 I am not happy with how the service providers list is managed / sorted. We
 have the ability to filter the list by project ( see https://www.osgeo.org
 /service-providers/?p=geoserver ) but not sort the list by project.  I
 think we were not clear on our requirement and will need to put this as an
 enhancement request for 2018.
