 Hello,

 Please consider this is a request to connect the OSGeo GSoC IRC with a new
 OSGeo GSoC Gitter channel. From the recent experience of GCI 2019, Gitter
 seems easy and reachable for frequent communication between the community
 members. A new Gitter channel for GSoC related information connected to
 the exisiting OSGeo GSoC IRC would be helpful for discussion. (This type
 of communication is existing for the OSGeo GEOS IRC.)

 Please let me know if I should make a new Gitter channel first before
 connecting it to the OSGeo GSoC IRC. I will do it immediately.
