 Bridging between IRC and Gitter, for the GEOS case, is done via Matrix
 (matrix.org).
 Someone has to create a matrix channel, and then from the matrix client
 GUI (riot.im is a good one) initiate requests toward IRC and Gitter for
 bridging. IRC channel operator and Gitter room administrators each need to
 approve the request, so first step is finding out who can get op status in
 IRC for that channel (#osgeo-gsoc, I suppose).
