[SeasonOfDocs] Applications for mentor and alternative administrator, Geonetwork

Hi,

Upgraded the wiki page. I tried to add more detail on the tasks. I
would say that just having someone reading the docs and fixing things
non-developers can't understand would be a big step, but there's so
much to do! :)
