[SeasonOfDocs] Geonetwork spreadsheet of documentation headings

I'm not really across this project, but I just wanted to pipe up and say
this looks really good.
One thing to consider is that general practice these days is to remove the
gerund from the headings. That's the "-ing".
So instead of creating, editing, deleting etc you would use:
* Create a record
* Edit metadata
* Manage privileges.

It makes it scannable and there are many other reasons too which I can go
into if you want :-)
