[Shapelib] adding shapelib to a C# project

reasonable mailing lists do have size limits for the submissions.
that means some 60 kB per mail. the one below was >400kB
for the un-encoded attachment already. thats 7 times the size.

For data storage please prefer web hosting or ftp sites.
