I've filled in the final rankings:

...and moved PostGIS into the #3 spot since that project got screwed 
last year by the scoring app (this shouldn't really matter, since we 
deserve more than 3 spots -- but this was the minimum last year).

Would each project please review the ordering? I have modded up the top 
15 applications to reflect the table ordering.  If there are any 
changes, those responsible are welcome to juggle the scores.
