[SoC] New Student/Project

Folks,

Philip Vachon is unable to pursue the OpenSAR radar processor project
this summer as it conflicts with his recent summer employment.  Google
has been notified, and is asking if we have a student/project we would
like to put in Philip's place.

Is anyone aware of one that didn't make that cut but that we would
want to pursue?  I don't believe there is one for GDAL.
