[SoC] MapServer KML output driver - 4th week report

Implemented methods for symbol rendering
Added support for internal rasterizer - at this time cairo renderer is
prefered

Next week plan:
Labels and symbols are rendered in image coordinates - conversion into world
coordinates
Switching between vector and raster output
Create basic RFC for KML output

Bottleneck:
Raster layer rendering
