[SoC] Update on REST API Project [Weekly Report]

Hi all,

Activities done this week -

1) Read in detail about OGC WMS.
2) Design of OGC WMS resource - two operations to be included:
GetCapabilities and GetMap

Activities next week -
1) Start coding WMS resource api.

I am still behind the schedule hope to catch up by the end of next week.
