[SoC] OSGeo Application

Hi all!

I have now updated the 2010 GSoC application[1] to match the
application form which came live a few hours ago. I'd like to submit
this application no later than the 10th. After that I'm going to
submit it as is, but a new feature in Melange allows us to edit the
application for as long as the application period is open, so please
have a look at it, and change anything you feel is wrong, odd or
otherwise not perfect.
