[SoC] Mentor for MapServer

[Stephan Meißl]

Hi all,

my name is Stephan Meißl and I'd like to make myself available as a
mentor for the MapServer project. I've been using MapServer since
several years and also started contributing especially in the area of
WCS.

Some ideas are collected in the OSGeo wiki [1] whereas I'm especially
interested in the INSPIRE View Service support.
