[SoC] Add support to vector data formats for gvSIG Mini - Report 10

*Hi,

this is my weekly log

23/07 - 29/07*

    * Developed a VectorGPEDriver to parse gpx, kml and gml files
    * Built an Android Activity to allow a user to select a local file
      and load it into gvSIG Mini

*Problems*:

    * None

*Work for the next week*:

    * Build the UI to show the list of features of a GPE layer
    * Create a project in OSOR for the GPX provider
