[SoC] Summary for Week 10 (Ship Detection Algorithms)

Hello All,

I implemented a cluster detection plug-in and modified an existing plug-in
to include a confidence interval measurement for the ship velocity.

Things to do:

a) Modify shipwake plug-in to recognize each AOI centroid and perform all
the necessary computations needed for ship orientation, ship velocity and
location.

b) Review code and start with the documentation process
