[SoC] Procedural Application to be a mentor

Hi Guys,

I have jumped through the Melange and Osgeo google docs hoops to apply to
be mentor. The projects are as noted previously on the list.

Qgis-OTB - Will cross-post to Qgis users list

Geoserver-Worldwind - Already vetted idea on the Geoserver side.
