[SoC] Enhancing Geoserver Authentication - First Report

This week we had some discussions on the mailing list how to integrate  
a user group concept.

Beyond some technical details, we agreed to migrate from property  
based files to xml files for this improvement, not to use JAXB  
(XStream will do the job) and find a smooth migration path for  
existing deployments.

Current work is implementing.
