[SoC] Resource Sharing in QGIS - Weekly Report #5

Hello,

Due to the clash of schedules between the GSoC and a training of mine, I
have been writing very little code. This was the last week of training and
thankfully finished it.

Work Done:
Very little. Apart from adding the remote resource to settings, I have
created a base class for remote resource fetching. The commits can bee seen
at https://github.com/tecoholic/Quantum-GIS/commits/gsoc13.

I accept it is very little work. I should be able to cover up for the lost
time in the forthcoming weeks.
