[SoC] GSoC 2014 Weekly Report 9 : GDAL PostGIS Raster driver

 Hi,

Below is my ninth weekly report.

*What did I do this week?*

   - Implemented the Create() method which creates/appends a table.
   - I had planned to handle the layer creation/configuration options in
   the next week. Instead, I implemented them this week and plan on doing the
   overviews next week.

*What do I plan on doing next week?*

   - Insert an empty raster in the table via Create().
   - Update the raster with band data via IRasterIO.
   - Overview building.

*Am I blocked on anything?*

   - No.
