[SoC] Report 12 - Integration of GDAL utilities into GDAL core library

Hi,

This week I completed the following tasks.

- debug the librarified ogr2ogr
- add windows support for librarified gdalwarp and ogr2ogr
- test all librarified utilities on windows

Next week, I plan to complete the following tasks.

- add documentation for all the librarified utilities
- improve the coverage of tests for librarified utilities
