[SoC] Report 6 - Integration of GDAL utilities into GDAL core library

Hi,

This week I completed the library code for GDALTranslate(). I also added
more tests to the GDAL autotest.

My progress can be tracked here.

Next week, I am planning to finish the following tasks.

-adding Windows support to the library
-adding more details to RFC 59 (
https://trac.osgeo.org/gdal/wiki/rfc59_utilities_as_a_library) and submit
it for discussion in the mailing list
-start with the librarification of gdalwarp utility
