[SoC] Report 8 - Integration of GDAL utilities into GDAL core library

Hi,

This week I worked on librarification of gdalwarp utility.

Next week, I have planned to complete the following tasks.
- complete the c api of gdalwarp
- write the swig bindings for gdalwarp
- add the tests in GDAL autotest
- start working on ogr2ogr
