[SoC] Report 2 - Integration of GDAL Utilities into GDAL Core library

Hi,

In this week, I have created a separate library for GDAL Utilities.
Currently it contains only the librarified gdalinfo utility.

I also learnt about SWIG.

In next week, I plan to complete the swig bindings and move to the next
utility.

This week I had issues with SWIG bindings as I was completely new to it.
