[SoC] Report of Week 3 - Integrating API into OGR Core

Hi all,

Here is my report for the third week -

1. What did you get done this week?
Extensive testing of Triangle API, tweaking the code, writing C API,
generating Python code (via SWIG) for the introduced API. The C/C++/Python
Triangle API is more or less complete. Barring any changes my mentors want,
it should be ready for merging. I am also working on the IWK methods of
PolyhedralSurface, and the rest of the PS API.

2. What do you plan on doing next week?
Complete PolyhedralSurface API and other related stuff to it.

3. Are you blocked on anything?
No. So far, so good.
