[SoC] [students] complete proposals before deadline

Hello students,

many of the presently submitted proposals are still in "Incomplete"
state. Incomplete proposals will be rejected automatically!
Please mark your application as "Complete" and generate the final PDF
as soon as possible. The deadline is today, 25th of March, 19:00 UTC.

Thank you for submitting a proposal for OSGeo! Complete proposals will
be evaluated by our mentors in the following weeks.
