[SoC] GSoC Report [Week I]

Hi all,

The first week report (briefly) is as follows -

-> What did you get done this week?

Completed writing the Triangle API. Some TODOs are mentioned in the
comments at the top of gdal/ogr/ogrtriangle.cpp.

-> What do you plan on doing next week?

Write tests for the same and wrap up all Triangle API related work.

-> Are you blocked on anything?

Nope. So far, so good.
