[SoC] Is this a valid project idea?

What’s the communities position on suggesting a SoC project that would be targeted at usage and setup of software packages?  With the recent Marketing groups push etc., it seems like a comprehensive sales approach to enhancing projects might be a good fit for a SoC proposal, but maybe this is to far left field to think about for SoC.

I have an idea for submitting a proposal for building out a framework to be used in the future for handling setup and tutorial information for projects.  The general idea is to make the resources lookup (for individual projects) all look the same from the (OSGeo) perspective.
